Caddo Parish Sheriff-elect Henry Whitehorn, Sr. has announced his command staff.
Friday evening the Caddo Parish Sheriff's Office public information office released the appointments of the new command staff. These appointments include Chief Deputy, Assistant Chief Deputy of Enforcement & Investigations, Assistant Chief Deputy of District Court Operations, Assistant Chief Deputy of Detention and Director of Human Resources.
On July 1, Whitehorn will be sworn in as Caddo Parish Sheriff. Whitehorn is the first Black man to be elected as Caddo Parish Sheriff.
Who is the new command staff?
Chief Deputy
Rickey Farris will serve as the new Chief Deputy. Farris joined the Caddo Sheriff's Office in July of 1991, and was first hiredas a corrections deputy at the Caddo Detention Center, then transferred to the Patrol Division, later becoming a field training officer on Patrol.
Helater moved to the Organized Crimes Division where he worked as an undercover narcotics agent and a member of the Caddo-Bossier Narcotics Task Force and the Ark-La-Tex Narcotics Task Force.
For many years Farris was an investigator in the Internal Affairs Division and was an adjunct instructor at the Training Academy and participated in the Caddo Sheriff's Explorer Program for at-risk children.
Farris has supervised more than 350 deputies when he served as the captain of Support and Security at the Caddo Correctional Center.
Farris holds a bachelor's degree in criminal justice administration.
Assistant Chief Deputy of Enforcement & Investigations
Jacqueline Winston will serve as the new Assistant Chief Deputy of Enforcement and Investigations. Winston has more than 29 years of experience in law enforcement and served in a number of roles, from the correctional center to the patrol division.
Winston is committed to protecting children and in 2018, she accepted a new position with the Bossier Parish Sheriff's Office followed by a move to the Caddo District Attorney's Office as an investigator in the Child Support Division.
She is a member of theCaddo-Bossier Domestic Violence Task Force, where she advocates for domestic violence awareness and prevention.
Winston holds a bachelor's degree in criminal justice administration from Wiley College, a master's degree from Grambling State University and is pursuing her doctorate in criminology and justice administration from Grambling.
Assistant Chief Deputy of District Court Operations
James L. Matthews III, will serve as the new Assistant Chief Deputy of District Court Operations. Matthews has served as the vice president of operations for the U.S. Marshal'sService.
In this role he was responsible for its contracts in 11 federal circuits. The circuits consist of 47 states, including Puerto Rico and the Virgin Islands, Guam and Saipan.
Matthews is a former deputy with Caddo and Bossier parishes, where he served as a corrections deputy, school resource officer and patrol deputy.
Prior tothat, he served 26 years with the Louisiana State Police, his duties included patrol, investigations, SWAT team member, commander of the SWAT team, deputy commander of Troop G and executive officer.
Assistant Chief Deputy of Detention
Disha K. Darby will serve as the new Assistant Chief Deputy of Detention. Darby has been employedwith the sheriff's office for 25 years. Most recently she served as the captain of Support at Caddo Correctional Center (CCC).
Darby hasworked as a property clerk at CCC, booking clerk and programs administrative assistant. After receiving her POST certification in 2003, Darby quickly moved up the ranks, becoming a hostage negotiator, POST instructor for the State of Louisiana, field training officer, coordinator for field training officers and shift sergeant at CCC.
Darby received her bachelor's degree in social work with a minor in psychology from Northeast Louisiana University and later received her master's degreein administration of justice and security from the University of Phoenix.
Darby is also a registered social worker for the State of Louisiana.
Director of Human Resources
Peter Williams will serve as the new Director of Human Resources. Williams has more than 30 years of experience in labor relations and human resources.
Throughout his career at Libbey Glass Manufacturing Company, he has held the positions of supervisor, department manager, employment manager, assistant human resources manager and human resources manager.
Williams is knowledgeable ofworker compensation employment-related issues, EEOC charges, safety and employment training. He has served on the Board of Directors for the Louisiana Association of Self-Insured Employers and the Board of Directors for the Southern University Foundation.
Williams has numerous certifications and a master's degree in industrial organizational psychology.
Farris, Winston, Matthews and Darby will start their new positions on July 1, while Williams is expected to begin in August.
