The USPS is looking to hire an Environmental Field Support Specialist with location options of Philadelphia, South or Central New Jersey to implement environmental compliance and risk mitigation programs in an assigned geographical area in support of postal operations. Conducts reviews, investigates, and resolves environmental matters and implements risk mitigation activities to ensure compliance with environmental laws, regulations, policies, and programs.
DUTIES AND RESPONSIBILITIES
1. Implements environmental compliance programs to ensure the organization is in compliance with federal, state, and local regulations. Provides technical support and recommendations to field management in an assigned geographical territory regarding environmental regulatory requirements, waste management and disposal, operational procedures, employee and environment protection, and a positive corporate image.
2. Investigates, recommends, and resolves environmental matters and operational changes to ensure compliance with laws and regulations to mitigate organizational risk of non-compliance enforcement actions. Identifies environmental actions that minimize risk; monitors the implementation of environmental compliance objectives with field stakeholders.
3. Develops and implements site specific operating procedures and provides on-the-job training to internal stakeholders that support national environmental programs.
4. Conducts assessments and reviews of environmental compliance and management systems including regulated waste management reviews. Identifies problem areas and possible corrective action/improvement options and recommends action plans to correct and improve conditions in accordance with mandatory environmental regulations and sound business practices.
5. Leads and participates on teams to develop and implement improvements to processes and programs related to environmental compliance, environmentally related contracts, and national programs.
6. Provides technical expertise and support to field operations for spills and releases to the environment.
7. Establishes business relationships and engages with regional state, federal, and local environmental agency representatives and regulators; negotiates with regulatory agencies and aids Postal legal representatives to reduce fines and penalties and mitigate potential impact to operations.
8. Identifies needs and develops scopes of work, reviews proposals and manages environmental compliance projects to address environmental deficiencies within budget and schedule.
REQUIREMENTS
1. EDUCATION REQUIREMENT: Applicants must possess a Bachelor or Graduate Degree in Earth Sciences, Environment, Sustainability, Engineering or a closely related field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education.

2. Ability to identify, develop, and implement cost effective improvements to environmental compliance and risk management operating policies and procedures.
3. Ability to assess the potential impact of non-compliance with environmental laws and regulations on operations and develop compliance alternatives.
4. Ability to develop and maintain effective working relationships with regulatory agency representatives to exchange information and negotiate to minimize adverse impacts on the organization.
5. Knowledge of federal, state, and local laws and regulations related to environmental compliance and risk mitigation at a level sufficient to provide technical guidance on environmental issues.
6. Ability to provide technical environmental guidance and assistance to site operating managers and to the organization on major environmental programs, such as storage tanks, air, water and environmental compliance/management systems.
7. Ability to solve problems, make informed decisions, and manage environmental compliance projects.
8. Ability to communicate orally and in writing to provide technical guidance related to environmental compliance to site operations personnel and management.
9. Ability to assess operations and conduct reviews for environmental compliance and make recommendations for corrective action.
